Does platform builder have a way to export your project to exe?
No. You can contact the developer to export the project to exe. It takes some setup for the developer to get it ready.
can mario-like games be made?
You can make a mario-like game with Platform Builder, except for a few behaviors, such as enemies acting like koopa (turtle) shells. It has many ways to make mario-like things happen with sprite editing. Blocks that are bashable are available, and many other Mario Like things can be created. Just don't use actual Mario Sprites!
Is there any way to have a way to share the games i make without exe?
Yes. You use the explore section where you publish the game to the explore section where your game is visible to anyone with Platform Builder.
platform builder has a command prompt. is this code?
The command prompt would hardly be considered code. It is like code with only three simple rules to follow. All the codes are documented on the official Platform Builder Website. Ting Thing said on the command prompt page:

can shooter games be made?
Yes! Platform Builder is perfect for making simple shooter games! Platform Builder can't make top down shooters though. If you want to make a shooter, simply make a bunch of enemies with whatever you want, make a projectile and assign it to the character, then build your level the way you want it, then your done!
